I have the honour to acknowledge the receipt

of your secret despatch dated 23rd August 1928, conveying your approval of the policy of Sir Cecil

Clementi as set out in his despatch of the 7th May 1928,

to His Excellency the General Officer Commanding the Troops, South Ching Command.

2. It will be noted from my secret despatch

of this date that action on the lines indicated has been

taken in connection with the piracy of the s.s."Anking"

on the 26th September last.
